Total employment in the formal non-agricultural business industries remained virtually unchanged at March 1999.
According to the March 1999 Survey of Total Employment and Earnings (STEE), a total of 4 895 686 people were employed in the formal non-agricultural business industries at the end of March 1999. This reflects a quarterly decrease of 0,04% or 2 119 employees between December 1998 and March 1999 and an annual decrease of 0,9% or 42 032 employees compared with March 1998.
Figure 2 indicates the distribution of formal employment according to industry at March 1999. The community, social and personal services industry was the largest contributor (31,9%) to total formal employment in March 1999, followed by the manufacturing industry with a contribution of 27,3%, the wholesale, retail, motor trade and hotels industry with a contribution of 17,4%, the mining and quarrying industry with a contribution of 8,2%, the construction industry with a contribution of 5,1%, the transport industry with a contribution of 5,0%, the financial industry with a contribution of 4,3% and the electricity industry with a contribution of 0,8%.
The quarterly decrease in formal non-agricultural employment from December 1998 to March 1999 was not uniform across all industries. In some industries there was a gain in employment, while in others jobs were lost. The quarterly change in employment was mainly due to quarterly decreases reflected by five of the eight industries, namely the construction industry (-2,5% or 6 407 employees), the financial industry which includes banking institutions, building societies and insurance companies (-2,1% or 4 416 employees), the transport, storage and communication industry (-1,2% or 2 910 employees), the manufacturing industry (-0,6% or 7 628 employees) and the electricity industry (-0,6% or 234 employees). These industries accounted for 42,4% of all jobs in March 1999.
These decreases were mainly counteracted by quarterly increases in the wholesale, retail, motor trade and hotels industry (+2,3% or 19 051 employees) and the mining and quarrying industry (+0,1% or 362 employees). The community, social and personal services industry, which includes laundries and dry-cleaning services remained virtually unchanged (+ 63 employees). These industries accounted for 57,6% of all jobs in March 1999.
Total gross salaries and wages paid to employees during the first quarter of 1999 reflected a quarterly decrease of 9,7% compared with the fourth quarter of 1998 and an annual increase of 6,2% compared with the first quarter of 1998.
Total salaries and wages paid to employees during the first quarter of 1999 reflected a quarterly decrease of 9,7% or R 7,037 million. This decrease was mainly due to bonuses and overtime paid at the end of December 1998 by most of the industries (except for the national departments and provinces included in the community, social and personal services industry). Total quarterly gross salaries and wages paid to employees during the quarter ended March 1999 (January to March 1999), amounted to R 65,884 million. This reflected an annual increase of 6,2% when compared with the quarter ended March 1998 (January to March 1998).

Issue Expected release date June 1999 28 September 1999 September 1999 28 December 1999 The Survey of Total Employment and Earnings (STEE) is a countrywide survey covering a sample of private and public businesses/organisations in the formal non-agricultural industries of the South African economy. The information received is used to estimate key economic statistics on employment and gross salaries and wages, mainly used as input to the gross domestic product. Prior to 1998 Stats SA conducted 17 discrete monthly or quarterly business/organisation surveys. In order to improve coverage and reliability, lessen the respondent burden and fulfil the International Monetary Funds (IMF) Special Data Dissemination Standards (SDDS) regarding timeliness and data quality, to which South Africa subscribes, Stats SA has overhauled and redesigned its suite of 17 Labour surveys, with the assistance of the Australian Bureau of Statistics (ABS). These surveys have been replaced with two new complementary country wide surveys. The Survey of Total Employment and Earnings (STEE) is a quarterly sample survey. Information is collected in March, June, September and December of each year. The survey collects and provides information on current indicators of employment and the contribution of salaries and wages to the Gross Domestic Product (GDP) needed for compiling the National Accounts for South Africa and is required to meet the international reporting obligations, particularly regarding the IMFs SDDS. The STEE was piloted in the third quarter of 1997 and is in operation as from the first quarter of 1998. This survey collects 24 data items which includes -
The Survey of Average Monthly Earnings (AME) is a quarterly sample survey and will collect information in February, May, August and November of each year. This survey will serve as a vehicle for monitoring current indicators of the South African economy. The output from this collection will be important for economists as well as policy-makers. The AME, piloted in 1998 and in operation from February 1999, will collect the following information -
Prior to 1998, the monthly Manufacturing, Construction and Electricity surveys collected and provided current indicators on employment and the contribution of wages and salaries for compiling the National Accounts of South Africa. Information on hours worked and labour turnover was also collected. Each of these surveys had 132 data items. A stratified systematic sample design was used to collect the necessary information. All large businesses/organisations were completely enumerated and systematic samples were drawn from medium and small businesses/organisations. The basis for the selection of the sample was the number of employees. Data items collected through the questionnaire included -
Information regarding Wholesale trade, Retail trade, Motor trade, Hotels, Banking Institutions, Building Societies, Insurance Companies, National Departments, Provincial Administrations, Local Governments, Universities and Technikons, Agricultural Marketing Boards, Parastatal Institutions and Public Corporations were collected through quarterly surveys. Each of these surveys collected 43 data items, except Local Governments which collected 118 data items. Wholesale trade, Retail trade, Motor trade, Hotels and Local Government surveys were sample surveys. All other quarterly surveys were completely enumerated surveys. A stratified systematic sample design was used for the selection of the samples. The basis for the selection of the sample was turnover for Wholesale trade, Retail trade and Motor trade, number of rooms for Hotels and number of employees for Local Governments. Data items collected through the questionnaire included -
According to international best practice and in order to train the relevant respondents in using the new questionnaire, validate the information received and avoid a break in the time series published in this statistical release, Stats SA decided to introduce the new questionnaire as the first step in the re-engineering process. Stats SA will in due course, as the second step, introduce the new sample. Currently Stats SA is busy re-engineering the register of businesses which serves as the sampling frame, in collaboration with the South African Revenue Service and the Departments of Trade and Industry and Labour. The process will take some time, since there are hundreds of thousands of businesses, many of them in any period changing ownership, closing, or being registered. As soon as this improvement of businesses has been implemented, Stats SA will draw a new sample. Meanwhile Stats SA is also busy benchmarking the labour series based on the latest results of various periodic sectoral economic censuses. Stats SA will endeavour to include new economic activities such as cellular telephone networks, internet service providers and satellite TV as soon as these additional sources of information become available. |
Methodological note
This statistical release contains a summary of the labour series maintained by Stats SA regarding the formal non-agricultural business industries according to major industrial divisions. It should be noted that the information regarding "other governmental institutions" differs from the information published in the March 1998 publication. Previously, only the larger public corporations were classified according to their major activity and were therefore included in the relevant industries such as electricity, transport and manufacturing. Stats SA has now also reclassified the small public corporations which were previously included under "other governmental institutions", according to their major activity. The main activity of these public corporations is largely manufacturing. The relevant time series were adjusted accordingly.
As from March 1998, Stats SA implemented a complete new data capturing, processing and analysis system for STEE, which was developed in the client server environment.
In order to check the reliability of the statistics, Stats SA did an intensive investigation regarding the employment and salary and wages information published for all the major industries from December 1997 to September 1998. From this investigation it emerged that previously there had been included a levelling factor for benchmarking purposes for the wholesale, retail and motor trade industry, which was not initially applied in the new processing system. The reason for this factor is the unavailability of a sectoral census for this industry for benchmarking purposes. Such a factor for the other industries, for which recent sectoral censuses were available for benchmarking, was not necessary. Initially the impact of not including this levelling factor for this one industry in the new processing system was cancelled by casual workers leaving this industry after the Christmas 1997 period, and by some respondents having furnished Stats SA with incorrect figures. Therefore, the exclusion of this levelling factor was not immediately evident. Following its re-insertion, the figures for March, June and September 1998 have been revised accordingly and published for the first time in the December 1998 publication.
Tables A and B indicate the differences in the total employment and salaries and wages figures for the formal non-agricultural business industries as published in the September 1998 and December 1998 publications.

This publication contains results of the quarterly Survey of Total Employment and Earnings (STEE) which was conducted in March 1999. The survey is designed to obtain information regarding -
This survey together with the Survey of Average Monthly Earnings (AME) replaces the previous discrete labour surveys. All employees (wage and salary earners) in the Mining and Quarrying, Manufacturing, Construction, Electricity, Wholesale trade, Retail trade and Motor trade, Hotels and Transport industries, National Departments, Provincial Administrations, Local Governments, Public Corporations, Parastatal Institutions, Universities and Technikons, Banking Institutions and Building Societies and Insurance Companies are included in the survey, except -
Data on the former TBVC states are included in the major industrial sectors. Mining and quarrying Since January 1994 information regarding mining and quarrying activities of the former TBVC states are included in this industry. The total employment in the TBVC states for January 1994 amounted to approximately 9,0% of the total employment of the mining and quarrying industry. Manufacturing, construction and electricity As from January 1996, information regarding the manufacturing, construction and electricity industries includes particulars of the former TBVC states. According to information at the disposal of Stats SA for March 1996, the contribution of the former TBVC states amounted to 5,8%, 0,1% and 1,9% of the total employment of the manufacturing, construction and electricity industries respectively. Wholesale, retail and motor trade and catering and accommodation services In the case of the wholesale, retail and motor trade industries, information regarding these activities of the former TBVC states is included as from the first quarter of 1996. Information available to Stats SA indicates that for March 1996 the total employment of the TBVC states regarding these industries amounted to 0,1% of the total employment for the wholesale trade industry, 1,0% of the total employment for the retail trade industry and 0,7% of the total employment for the motor trade industry. For the hotels industry, data on the former TBVC states are included as from the first quarter of 1995. The total employment in the TBVC states for March 1995 amounted to approximately 16,0% of the total employment for the hotels industry. Transport, Storage and Communication Information regarding these activities of the former TBVC states is not yet available. Banking Institutions, Building Societies and Insurance Companies For the Banking Institutions, Building Societies and Insurance Companies, information of the former TBVC states is included as from the first quarter of 1995. The total employment in these states for March 1995 amounted to approximately 1,0% of the total employment for the financial industry. Community, Social and Personal services As from the second quarter of 1994, information regarding the public sector includes information of the governments and the local governments of the former TBVC states. The total employment in these states for June 1994 amounted to approximately 12,0% of the total employment for the public sector. As from the first quarter of 1996 the information regarding the universities of the former TBVC states are included in the public sector. The total employment for universities in these states for March 1996 amounted to approximately 11,0% of the total employment for the universities. This publication presents information classified by industry. Each statistical unit is classified to an industry which reflects the predominant activity of the enterprise (firm) or establishment (branch). In a small number of cases where an enterprise (firm) has a significant number of employees in more than one industry, a separate statistical unit is created for each industry. Periodically, a review is undertaken to determine whether existing enterprises (firms) which are split into separate statistical units should continue to report on this basis. The 1993 edition of the Standard Industrial Classification of all Economic Activities (SIC), Fifth Edition, Report No. 09-90-02, was used to classify the statistical units in the survey. The SIC is based on the 1990 International Standard Industrial Classification of all Economic Activities (ISIC) with suitable adaptations for local conditions. Statistics in this publication are presented at SIC division level only. The survey covers all activities of an employer. In the Construction, Wholesale trade, Retail trade, Motor trade, Transport and Financial Institutions industries, information is obtained from enterprises (firms). Therefore, the enterprise (firm) is the statistical unit in these cases. In all other industries information is obtained from establishments (branches). Therefore, the establishment (branch) is the statistical unit in these cases. An enterprise (firm) is a legal entity consisting of one or more establishments (branches including the head office, excluding holding or subsidiary companies). An establishment (branch) is the smallest economic unit that functions as a separate entity. Each statistical unit is classified to an industry: see paragraphs 4 and 5 for more information regarding classification by industry.
This survey is collected by mail each quarter from a sample of approximately 9 000 employer units. Information regarding Government Departments and Provincial Administrations is collected electronically from PERSAL. Private sector as well as Local Governments statistical units are stratified by industry. Furthermore, statistical units for the Manufacturing, Construction, Transport and Local Government industries are stratified by employment size. Statistical units for the Wholesale trade, Retail trade and Motor trade industries are stratified by turnover. Statistical units for Hotels are stratified by star grading. The Public sector and the Financial Institutions industrys statistical units are completely enumerated. All size category 1 (large enterprises/establishments) cases are completely enumerated. A probability proportional to size sample is selected from size categories 2 (medium enterprises/establishments) and 3 (small enterprises/establishments). Estimates are subject to sampling and non-sampling errors. Figures for the latest quarter are preliminary. The number of employees are the number of people employed by the business/organisation who received pay (in salaries, wages, commission, piece rates or payments in kind) for any part of the reference period (excluding independent contractors). Full-time employees are those (permanent, temporary and casual) employees who normally work the agreed number of hours for a full-time employee in their occupation or, if the agreed number of hours does not apply, who normally work 35 hours or more per week. Part-time employees are those (permanent, temporary or casual) who are not full-time employees as defined above or work less than 35 hours per week. Gross salaries and wages refers to earnings paid for ordinary-time, standard or agreed hours and overtime hours during the reference period for all permanent, temporary, casual, managerial and executive employees before taxation and other deductions. Severance, termination and redundancy payments include payments of leave made to employees who finished work during the reference period as well as payments intended to compensate for loss of employment. The number of employees appointed to or who left their employing business/organisation during the reference quarter, expressed as a percentage of the total number of employees in the reference quarter. Industry is classified according to the Standard Industrial Classification (SIC) of all Economic Activities, Fifth Edition, Report No. 09-90-02 of January 1993. Reference quarter for the survey refers to the three months up to the end of March, June, September or December. The reference quarter for this survey was 1 January 1999 to 31 March 1999. |
