Education
The education system has been completely restructured since 1994. This has involved integrating
formerly divided bureaucracies and transferring institutions, staff, offices, records and assets,
as well as over 10 million learners and students, into a new system. One new national and nine new
provincial education departments were established under the guidance of the Council of Education
Ministers (CEM).
- In 2007, there were 35 231 established public and registered independent educational institutions in
South Africa. Of these, 26 065 were ordinary schools and 9 166 were other education institutions -
namely, special schools, ECD sites, public ABET centres, public FET institutions and public HE
institutions.
- The figure of 26 065 for ordinary schools comprised the following:
- 15 358 primary schools, with 6 316 064 learners and 191 199 educators;
- 5 670 secondary schools, with 3 831 937 learners and 128 183 educators; and
- 5 037 combined and intermediate schools, with 2 253 216 learners and 74 843 educators.
- The learner-teacher ratio has increased from 1994's 47:1 to 2007's 35:1.
- From 2002, there has been a steady annual increase in the literacy rate and by 2006, 74% of adults were
literate.
- The South African Government spends 20,6% of its expenditure on education.
