the dti provides this offering in order to exclude new exporters from countries against which an anti-dumping or countervailing duty was imposed from paying anti-dumping duties, where such exporters can prove that they did not export the product in question to SACU during the original investigation period.
The process involves the following steps:
- Receive request from exporter
- Notify exporter of information to be submitted
- Assessment by BTT
- Request Minister to approve withdrawal of final duty on exporter
- Request SARS to impose provisional payment on exporter
- Prepare Government Gazette notice
- Notify foreign government
- Publish review in Government Gazette
- Verify information submitted by domestic industry
- Verify information submitted by importers and exporter
- Submit information to BTT for assessment
- Final determination
- Compile final report
- Recommendation to Minister
- Implementation by SARS
The turnaround time for this offering is 6 to 12 months.
