Action against circumvention of duties

the dti provides protection for the SACU industry through the increase in or extension of the scope of application of dumping or countervailing duties where anti-dumping or countervailing duties are circumvented through incorrect tariff classifications, country hopping or assembly operations. The process involves the following steps:
  • Receive complaint from SACU industry
  • Advise on information to be submitted
  • Assessment of completeness and correctness
  • Acceptance of properly documented petition
  • Notify foreign government
  • BTT assess and decide whether or not to initiate
  • Prepare Government Gazette publication
  • Initiated in Government Gazette
  • Exporters and importers provided opportunity to submit information
  • Verification of importers' and exporters' information
  • Submission of information to BTT for decision
  • Essential facts letters sent to interested parties
  • Submission to BTT for final determination
  • Compile Board report
  • Recommendation to Minister of Trade and Industry
  • Implementation by SARS
