- Assessment of completeness and correctness
- Acceptance of properly documented petition
- Notify foreign government
- BTT assess and decide whether or not to initiate
- Prepare Government Gazette publication
- Initiated in Government Gazette
- Exporters and importers provided opportunity to submit information
- Verification of importers' and exporters' information
- Submission of information to BTT for decision
- Essential facts letters sent to interested parties
- Submission to BTT for final determination
- Compile Board report
- Recommendation to Minister of Trade and Industry
- Implementation by SARS
